Colleges and universities are required by the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act to publish and distribute an annual security and fire safety report that accurately discloses campus crime statistics and other information.
The 2019 Annual Security Report for The University of North Carolina at Chapel Hill is now available online.
The Annual Security Report (ASR) includes statistics concerning reported crimes that occurred on campus, on certain properties owned or controlled by the University, and on public property adjacent to the campus. The report also includes institutional policies concerning campus security, including crime reporting procedures, emergency response and notification, sexual assault response procedures, and other matters. In the report, you will also find information about the University’s drug and alcohol policies, and associated disciplinary proceedings; information about the health risks of certain drugs and alcohol; and available substance abuse treatment options.
Included with the 2019 Annual Security Report is the 2019 Fire Safety Report, which includes statistics regarding fires that have occurred within campus housing over the past three years (2016, 2017 and 2018), information about fire safety devices installed in each campus housing unit, and information about the University’s fire safety policies.

The Clery Act also requires the University to send emergency warnings and crime alerts in the event of an emergency or dangerous situation. UNC-Chapel Hill uses the Alert Carolina Emergency Notification System to send these messages.
These are the four types of Alert Carolina messages you may receive:
- An Emergency Warning is issued after confirmation of a significant emergency or dangerous situation involving an immediate threat to health or safety on campus. Safety officials will sound the emergency sirens, which are intended to be heard by people who are outdoors.
- A Crime Alert is issued to notify the campus community of any Clery Act crime that poses a continuing danger to the campus community.
- An Informational Message is issued when a non emergency or non-threatening situation is of significant interest to campus.
- An Adverse Weather message is issued for a tornado watch or severe thunderstorm warning from the National Weather Service for Orange County or for approaching snow, ice, or hurricanes.
