At the University of North Carolina at Chapel Hill, we are committed to serving the people of our state, the nation and the world. To fulfill our mission, we need an environment that is safe for all our students, faculty, staff and community members. We have made important progress in recent years on matters of campus safety, social justice and transparency by seeking the input of key stakeholders in our community. We will continue to make advancements in safety and inclusivity to keep Carolina safe in the years to come.

The Annual Security and Fire Safety Report is written to comply with the requirements of the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act. I hope that you will learn from this report about the ongoing safety and security initiatives on campus. Together, we can continue to play an active role in maintaining a safe and inclusive campus environment for the Carolina community.

A Message from Chief of Police Brian James

The University of North Carolina at Chapel Hill Police Department works diligently each day to maintain a safe environment where our students, staff, and faculty can thrive. Officers conduct vehicle and foot patrols, respond to reports of crime, address problems, and provide education programs and resources to the community. Information about many of the campus’ safety policies, and practices are described here in the Annual Security and Fire Safety Report. I encourage everyone to read about the various programs and services that are also available, such as the LiveSafe App or the Community Police Academy. Our officers and staff are committed to initiating and maintaining close ties with the community. Feel free to stop by the department at 285 Manning Drive to ask any questions about security issues that are important to you.

A Message from the Clery Compliance Coordinator, Jennifer Scott

The UNC-Chapel Hill Annual Security and Fire Safety Report contains detailed information about our campus safety policies and procedures, the many safety-related programs and tools available to our community and statistics about crime in our area. I hope that you will use the information in this report as you go about your time here and make the most of everything Carolina has to offer. I would also like to thank all of the campus and community partners who work diligently with us throughout the year to compile this report and who strive each day to make Carolina a safe and welcoming place for all.

Policies for Preparing the Annual Security Report

This report is prepared by the University’s Clery Compliance Coordinator in collaboration with other campus partners, including UNC Police, the Office of University Counsel, the Equal Opportunity and Compliance Office, Carolina Housing as well as others. This report’s crime statistics for property owned or controlled by the institution are gathered from campus security authorities and local police. You may obtain a paper copy of the report upon request by contacting UNC Police at 919-962-8100 or visiting the department in person at the Public Safety Building. The report is distributed to all students and employees via formal notice email on or before the annual publication deadline of Oct. 1.

Policy Statement on Nondiscrimination

The University is committed to providing an inclusive and welcoming environment and to ensuring that educational and employment decisions are based on individuals’ abilities and qualifications. Such a policy ensures that only relevant factors are considered and that equitable and consistent standards of conduct and performance are applied.
